About Communicare Elite
Communicare Elite, LLC is an enrolled MO HealthNet Consumer Directed Services vendor based in St. Louis, Missouri. We support adults with physical disabilities who want to stay in their own homes and direct their own care, and we support the attendants who make that possible.

What a CDS vendor actually does
Missouri law defines a CDS vendor’s job precisely. Under RSMo 208.900, a vendor holds a written agreement with the state to provide monitoring and oversight of the personal care attendant, orientation and training of the consumer, and fiscal conduit services.
In plain terms, that means:
- We verify that you and your attendant have the paperwork the program requires, including background screening.
- We teach you how to be an employer — how to hire, schedule, supervise and, if necessary, replace your attendant.
- We process the timesheets you and your attendant sign, run payroll, withhold and remit taxes, and issue your attendant’s W-2.
- We bill MO HealthNet, so no money passes between you and your attendant.
- We keep the records the state requires and cooperate with audits and reviews.
What we do not do is decide who cares for you. That is the whole point of the program, and it belongs to you.
Consumer Directed Services is not skilled home health
Consumer Directed Services is non-medical personal care. Attendants are not nurses and do not provide skilled nursing, therapy, or medical treatment. If you need skilled care — wound care, injections, physical therapy — that is a different benefit, and your physician or case manager can help you arrange it. Our office is at 4477 Woodson Rd, Suite 106, in St. Louis, minutes from Lambert International Airport. We serve St. Louis City, St. Louis County, and Missouri communities within roughly 40 miles — including St. Charles, Jefferson and Franklin counties. We serve Missouri only. Consumer Directed Services is a Missouri Medicaid program, so eligibility and authorization run through Missouri agencies.
